״מחויבים לביטחון האישי שלכם ולחופש דת מלא״-
מפגש מיוחד של פיקוד מחוז ירושלים במשטרה וראשי הכנסיות והעדות הנוצריות בירושלים.
היום בצהריים התקיים מפגש מיוחד ביוזמת המשטרה במוזיאון מגדל דוד, בראשות מפקד מחוז ירושלים ניצב דורון תורג׳מן יחד עם מפקד מרחב דוד נצ״מ אבי כהן, וקציני מרחב דוד, עם ראשי העדות הנוצריות והכנסיות בעיר העתיקה בירושלים.
מטרת המפגש הייתה שיח פתוח, עדכונים, הידוק הקשר, הצפת בעיות, הגברת התיאום ושיתוף הפעולה בין משטרת ישראל לנציגי הכנסיות, העדות והקהילות הנוצריות במגוון נושאים שעל סדר היום.

ההתעוררות הזאת של המשטרה- לא קרתה מאליה. היא לא קרתה בגלל הגל הגואה של פשעי שנאה. ולא בזכות השרים האחראיים על הבטחון הלאומי שלנו. היו מספר כוחות שפעלו ברקע, ויש כמה אנשים שצריך לטפוח על שכמם. אנשים שפעלו למרות הממסד, ולא בזכותו. לא חשוב. העיקר שזה קרה. פגישה שנראת אופטימית - חובת ההוכחה על המשטרה. ואח"כ על מערכת המשפט.

ממשיכים המאמצים של הקו החם ועולים שלב- להמריץ את כל הנפגעים להגיש תלונות למשטרה וכן לגייס עורכי דין לייצג את הנפגעים בבתי המשפט. כפי שלימד אותנו עו"ד אורי נרוב על "יריקה בשיח המשפטי" שהתקיימה בכנס "מדוע יהודים מסוימים יורקים על נוצרים" בחודש יוני האחרון.

בנוסף התקיים שיח בנושא אירוע שבת האור בכנסיית הקבר והצעדים הנדרשים ליישום, תכנון והתאמה בשטח במטרה לאפשר ליותר אנשים להיות בתוך הכנסייה במהלך הטקס בהתאם למגבלות הבטיחות הקיימות במקום.
במהלך המפגש התקיים שיח נרחב גם בנוגע לתופעה הבזויה של גילויי שנאה כלפי אנשי דת נוצרים בעיר העתיקה. מפקד מרחב דוד הציג לנוכחים את הפעילות המבצעית המתבצעת באזור בימים אלו, והביע את מחויבתו המלאה להיאבק בתופעה מגונה זו.
מאז תחילת השנה ועד כה, נפתחו במחוז ירושלים 16 תיקי חקירה בעקבות תלונות שהתקבלו, דיווח למשטרה או זיהוי יזום של שוטרים שעניינם חשד לאירועי ונדליזם, אלימות והתנכלות כלפי נוצרים או מוסדות דת נוצרים בירושלים. בתיקים אלו נעצרו ועוכבו 21 חשודים. מרבית המקרים התרחשו בעיר העתיקה. במקרים המתאימים כבר הוגשו כתבי אישום, חלק מהמקרים מצויים בחקירה פעילה וחלקם הועברו לפרקליטות לצורך הגשת כתב אישום.
כך למשל בכל הנוגע לונדליזם, בתחילת השנה שני צעירים השחיתו וגרמו נזק למספר רב של מצבות וקברים בבית הקברות הנוצרי בעיר העתיקה בירושלים. חוקרי מרחב דוד של מחוז ירושלים התחקו אחר החשודים ומספר ימים לאר מכן הם נעצרו לחקירה. עם סיום חקירתם הוגש נגדם כתב אישום.
במקרה אחר בתחילת חודש פברואר, עצרה המשטרה תייר אמריקאי בשנות ה-40 לחייו שהשחית פסל בכנסייה בעיר העתיקה בירושלים. בחקירתו התברר כי הוא לוקה בנפשו ובהחלטת בימ״ש החשוד נשלח לאשפוז בכפייה.
באמצע החודש שעבר, התקבל דיווח במשטרה על גרימת נזק על דלת הכנסייה הפולנית בירושלים. כבר ביום שלמחרת המשטרה שני חשודים במעשה וחקרה מעורבים נוספים. עם סיום החקירה בתחנת לב הבירה, הועבר תיק החקירה לפרקליטות לצורך הגשת כתב אישום.
תופעה פסולה ובזויה נוספת היא יריקות כלפי אנשי דת נוצרים/מוסדות דת. במספר מקרים שהיו לאחרונה, המשטרה עיכבה או עצרה לחקירה חשודים בגין מעשים אלו, בפרט בעיר העתיקה בירושלים. כך למשל, בחודש מאי השנה, זוהה ע״י תצפיתני מבט 2000 במרחב דוד חשוד בן 14 שירק לעבר כנסייה בעיר העתיקה, נתפס ע״י השוטרים ועם סיום החקירה הועבר התיק בעניינו לפרקליטות.
במקרה אחר שהתרחש לפני כשבועיים בעיר העתיקה אחה״צ, התקבל במשטרה דיווח על צעיר שיורק על תיירים נוצרים בעיר העתיקה ומאיים. שוטרי מרחב דוד שהוזעקו למקום עצרו את החשוד לחקירה שעודנה מתנהלת במשטרה בימים אלו.
לצד זאת, במקרים רבים אנו עדים למעשים המעוררים שאט נפש של יריקה לעבר הרצפה בעת מעבר של אנשים ליד אנשי דת/מוסדות דת נוצרים. מדובר במעשה פסול ומכוער, שראוי לגנותו ולהוקיעו מכל וכל. למרות שמעשים מעין אלו לרוב אינם מדווחים או לא מאפשרים העמדה לדין, הרי שאין להשלים עמם. לכן המשטרה מבצעים פעילות גם בנושא זה. במפגש יצאה קריאה משותפת ואמירה ברורה של כל המשתפים לכל הרשויות, אנשי הדת ורבנים, מנהלי מוסדות החינוך, נבחרי ציבור ומנהיגיו, לגנות, להוקיע ולעשות כל שביכולתם למנוע הישנות מעשים דומים. מעבר לפגיעה ברגשות הדת, אותם אנשים גורמים במעשיהם גם לנזק משמעותי למדינת ישראל בעולם בנוצרי ובכלל.
מפקד מחוז ירושלים ניצב דורון תורג׳מן אמר:
״היה חשוב לי להיפגש איתכם. אנו מחויבים ופועלים לבטחונכם בכל השנה. שיתוף הפעולה בין המשטרה לראשי העדות ונציגי הקהילות הנוצריות בירושלים והשיח הרציף איתכם משמעותיים עבורנו. המציאות מזמנת לנו אתגרים רבים, כמו גם מעשים פסולים ומבישים שראויים לכל גנאי. אנחנו ערים לנושא ומטפלים בו בכל הכלים שברשותנו. הנחתי את מרחב דוד למקד פעילות מבצעית גלויה וסמויה נגד כל מי שמבצע פשעי שנאה, ונדליזם ואלימות מכל סוג שהיא נגד מוסדות דת ואנשי דת נוצרים ובכלל, בעיר העתיקה בירושלים. כשמנתחים את המקרים שדווחו לנו מתחילת השנה הכמות אמנם אינה גדולה, אבל אני ער לעובדה שבחלק גדול מהמקרים לא מדווחים יריקות לידכם על הרצפה- וזו התופעה המכוערת והרווחת ביותר שעמה אתם ואנשיכם מתמודדים. חרטנו על דגלנו לאפשר לכל אדם מכל דת את חופש הפולחן בירושלים, ובעיר העתיקה בפרט. לא תהיה סבלנות או סלחנות למי שמבצע מעשי שנאה כלפי האחר. נפעל כלפי כל אירועי אלימות נגד מוסדות דת, אנשי דת ובכלל. מקרים אלו יקבלו את מלוא הקשב ותשומת הלב המבצעית שלנו. מעבר לפעילות יזומה ומניעה, יש חשיבות רבה גם לדיווח מיידי למשטרה על כל אירוע חריג בזמן אמת, זאת על מנת שנוכל לייצר מענה מיידי. אנחנו משטרה של כולם ונמשיך לפעול לשמירת שלומם ובטחונם של בני כל הדתות והעדות, תושבי העיר והמבקרים בה״.
בסיום המפגש סוכם על חיזוק שיתוף הפעולה ומפגשיים עיתיים לעדכונים שיתקיימו עם בהובלת ק׳ הקישור של מרחב דוד לעדות הנוצריות. כמו כן פיקוד מחוז ירושלים ומרחב דוד בירכו את הפטריארך הלטיני פיירבטיסטה פיצבאלה שנכח במפגש, על מינויו לאחרונה לקרדינל הראשון בתולדות הכנסייה הקתולית שמקום מושבו הוא בירושלים.

"Committed to your personal security and religious freedom" - Special meeting between the Command of the Jerusalem District Police and leaders of the Christian and Catholic churches in Jerusalem:
This afternoon, a special meeting took place at the initiative of the police at the Tower of David Museum, led by the commander of the Jerusalem District, Deputy Commissioner Doron Turgeman, together with the commander of the David precinct, Commander Avi Cohen, and officers from the David precinct, along with the leaders of the Christian and Catholic communities in the Old City of Jerusalem.
The purpose of the meeting was an open dialogue, updates, strengthening of ties, addressing issues, enhancing coordination, and collaboration between the Israel Police and representatives of the churches, Christian and Catholic communities in Jerusalem on a variety of agenda items.
Additionally, a discussion was held regarding the Holy Fire event at the Church of the Holy Sepulchre and the necessary steps for its implementation, planning, and adaptation on-site to allow more people to be inside the church during the ceremony, in accordance with the existing safety limitations on-site.
During the meeting, a wide-ranging discussion was also held regarding the disturbing occurrences of hate crimes directed towards Christian individuals in the Old City. The commander of the David precinct presented the operational activity being conducted in the area these days and expressed his full commitment to combating this condemnable phenomenon.
Since the beginning of the year, 16 investigation files have been opened in the Jerusalem District following complaints received, police reports, or identification of suspects involved in incidents of vandalism, violence, and harassment directed towards Christians or Christian religious institutions in Jerusalem. In these cases, 21 suspects have been arrested and detained. Most of the cases occurred in the Old City. In appropriate cases, indictments have already been filed, some cases are under active investigation, and some have been transferred to the prosecutor's office for the purpose of filing indictments.
For instance, earlier this year, two young individuals vandalized and caused damage to a significant number of gravestones and tombs at the Christian cemetery in the Old City of Jerusalem. Detectives from the David precinct of the Jerusalem District police tracked the suspects, who were arrested for investigation a few days later. After the investigation, charges were filed against them.
In another case in early February, the police arrested an American tourist in his 40s who vandalized a statue inside a church in the Old City of Jerusalem. During his interrogation, it was revealed that he was mentally unstable, and by decision of the prosecutor, the suspect was sent for psychiatric evaluation under coercion.
Last month, a report was received by the police about damage to the door of the Polish church in Jerusalem's Old City. Already on the next day, the police arrested two suspects involved in the incident, and additional suspects were investigated. Upon completion of the investigation at the Lev Habira station, the investigation file was transferred to the prosecutor's office for the purpose of filing charges.
Another disturbing and disgraceful occurrence is spitting towards Christian individuals or religious institutions. In several recent cases, the police detained or arrested suspects for these acts, particularly in the Old City of Jerusalem. For instance, in May of this year, a 14-year-old suspect was caught by a surveillance camera spitting towards a church in the Old City. He was apprehended by the officers, and after the investigation, the case was forwarded to the prosecutor's office.
In another incident that occurred two weeks ago in the Old City, a report was received by the police about a young person spitting towards Christian tourists and making threats. David precinct officers who arrived at the scene arrested the suspect, and the investigation is ongoing.
Aside from these cases, we witness acts that disturb the peace by spitting towards religious individuals or institutions. While these acts are often not reported or do not allow for legal proceedings, they should not be tolerated. Therefore, the police are actively engaged in addressing this issue as well. A joint statement was issued at the end of the meeting, expressing a clear condemnation of these actions and a commitment to prevent their recurrence. These acts not only hurt the religious sentiments of people but also cause significant damage to the reputation of the State of Israel globally, particularly among the Christian community.
Commander of the Jerusalem District, Deputy Commissioner Doron Turgeman, said,
"It was important for me to meet with you. We are committed and working for your security all year round. The cooperation between the police and the leaders of the Christian communities and representatives of the Christian faith is meaningful for us. The reality presents us with many challenges, as well as despicable and shameful acts that deserve condemnation. We are alert to this issue and address it with all the tools at our disposal. I instructed the David precinct to focus on conducting both overt and covert operations against anyone committing hate crimes, vandalism, and violence of any kind against religious institutions and individuals in the Old City of Jerusalem. Although the number of cases reported to us since the beginning of the year is not large, I am aware that in many cases, spitting incidents near you are not reported. This is the ugliest and most prevalent occurrence that you and your people are dealing with. We take this matter seriously and deal with it using all means at our disposal. We are a police force for everyone and will continue to work to safeguard the peace and security of people of all faiths and denominations, residents of the city, and visitors."
At the end of the meeting, it was agreed to strengthen collaboration and hold regular meetings for updates, with coordination led by the David precinct liaison officer for the Christian communities. Additionally, the Jerusalem District Command and the David precinct extended congratulations to the Latin Patriarch, Archbishop Pierbattista Pizzaballa, who was present at the meeting, on his recent appointment as the first cardinal in the history of the Catholic Church whose seat is in Jerusalem.
